The Energy and Environment Agency of Lower Austria (eNu) partners with municipalities, businesses, and individuals to build a sustainable and climate-resilient future. As a trusted public institution, we promote the responsible use of energy and resources, protect natural habitats, and support people and communities in turning climate goals into concrete action.
Our work is hands-on and wide-ranging: we offer expert advice, practical tools, and tailored solutions – from optimising heating and cooling systems with renewable energy, to hosting public information events on e-mobility, or helping establish local Renewable Energy Communities.
In cooperation with EVN, eNu also founded the EZN, a specialised company offering expert advice on Renewable Energy Communities. The aim: to ensure that by 2030, every municipality in Lower Austria is part of this future-oriented model of decentralised energy supply.
Through this approach, we accelerate the energy transition and ensure that local communities play an active role in shaping it.
With six regional offices across Lower Austria, we stay close to the people and places we serve. We coordinate and support regional initiatives such as:

Our interdisciplinary team combines expertise in energy, climate, biodiversity, and sustainability. For many years, eNu has overseen the management of Natura 2000 conservation areas, coordinated nature parks, and led public awareness for “Naturland Niederösterreich” (NatureLand Lower Austria).
We believe that climate protection and nature conservation go hand in hand – and that both require strong public engagement.
To further support local development, eNu – in partnership with NÖ.Regional – founded the Dorf- und Stadterneuerung (“Village & Town Renewal Organisation”), a dedicated subsidiary. It empowers towns, villages, and local associations by promoting citizen participation, vibrant town centres, accessible local services, and climate-smart planning. As a key part of eNu’s mission, it plays an essential role in improving quality of life and advancing climate-friendly development in rural areas.
Beyond our regional programmes, we raise awareness and foster knowledge through education, resources, and engagement campaigns. One example is the platform wir-leben-nachhaltig (“we live sustainably”), which empowers individuals to live in more climate- and resource-friendly ways. The platform offers practical tips and inspiration for everyday actions that save energy, reduce waste, and protect the environment – making sustainability accessible to everyone.
In addition, the eNu Academy offers a wide range of training and continuing education opportunities. Through specialised courses, workshops, and seminars, professionals from various sectors can deepen their expertise in areas such as energy efficiency, climate protection, and sustainable planning. An integrated alumni network helps to strengthen connections between participants, promote knowledge exchange, and support the development of a skilled, future-oriented community across Austria.

TrAnsformative climate ResilienCe by nAture-baseD solutions in the contInentAl bio-geographical region
Lower Austria is one of five pilot regions in the EU-HORIZON-funded project ARCADIA. Together with the Government of Lower Austria and core partners such as Natur im Garten, the Agricultural District Authority (ABB), and ecoplus, we implement nature-based climate adaptation solutions to address drought, heavy rainfall, and biodiversity loss. The Energy and Environment Agency of Lower Austria (eNu) plays a key role in stakeholder involvement, communication, and knowledge sharing.
Within the INTERREG Europe project BiodIvErSe, innovative photovoltaic systems – such as agri-PV and floating PV – provide the opportunities for the multi-purpose use of limited land resources. This European project partnership is developing biodiversity-friendly solutions and transfers valuable know-how to Lower Austria. By combining the expansion of renewable energy with the preservation of biodiversity and natural habitats, BiodIvErSe promotes synergies that strengthen both climate resilience and ecological balance.
As a proud member of FEDARENE – the European Federation of Agencies and Regions for Energy and the Environment – we engage in knowledge exchange and policy dialogue at the European level. FEDARENE brings together regional and local energy agencies to accelerate the clean energy transition, promote climate adaptation, and shape sustainable development across Europe.
Through this network, the Energy and Environment Agency of Lower Austria (eNu) shares best practices, contributes to strategic initiatives, and strengthens its voice in European climate and energy policy. Our active involvement helps bring innovative ideas to Lower Austria while highlighting regional achievements on the international stage.
